1. Old News
- Neighborhood Sign Restoration
- Still in progress. Estimated completion by the end of May.
- Thank you to Jan and Tammy for their work painting the signposts.
2. Update on The Point
- Dominion has bored for gas, and electrical work began on April 28.
- Resident concern raised regarding the completion of the emergency entrance groundwork. O’Neil responded that payment arrangements are still pending but he is pressing the builders to move quickly.
3. Tennis Courts
- Flooding
- Keith and David W. met with O’Neil to discuss preventative measures to avoid future damage.
- Pickleball Conversion
- At this time, the cost of converting an additional court to pickleball is beyond the current budget, but the board will consider it in the future.
- Temporary roll-away nets and marker kits were proposed as an affordable alternative.
- Board voted in favor of purchasing the temporary roll-away nets and marker kits.
- Tennis Court Rules
- Updated rules were submitted for board review and discussed.
- Clubhouse parking, referenced in the rules, was noted as an ongoing issue and needs to be addressed.
- The board discussed creating signs with a summary of the rules and a QR code linking to the full set.
- Once finalized, the rules will go into effect.
- The rule regarding guest limits was amended from 5 guests to 3 guests per resident and approved by board vote.
4. Pool
- The pool opens May 10. Fob testing will be held the Thursday and Friday prior.
- Baby pool refinishing is scheduled for completion by May 8 or 9, weather permitting.
- First payment has been made using the special projects budget.
- Lights, bulbs, filtration system, and other maintenance will be completed this week.
- Seven new pool umbrellas have been ordered. Research is ongoing into pool chair replacements.
- The chain-link fence will be replaced with black aluminum to match the neighborhood aesthetic and enhance security. This will also expand the grassy area. Material availability may delay completion but will not affect the pool’s opening.
- There will no longer be pool attendants. Camera footage will be used to enforce pool rules.
- Cleaning service will provide:
- Weekly pool cleaning
- Daily bathroom supply checks
- Due to the influx of new residents, the board discussed whether the number of permitted guests should be reduced.
- May need to be reduced for capacity reasons.
- New pool rules were submitted, reviewed, and approved by the board.
- One rule change: the minimum age to swim without adult supervision has been raised to 15.
- As required by DHEC, pool rules will be visibly posted inside and outside the gate, as well as in the bathrooms.
- It was suggested that rules be emailed to residents, and fob activation be contingent on agreeing to follow them.
5. Rental Cap Discussion
- A quote for legal fees was obtained.
- The board will further discuss potential solutions during the executive session.
- Residents present were asked by a show of hands if they support moving forward with a majority vote and by-law amendment to establish a rental cap. The majority were in favor.
6. Others
- Social Committee Movie Night
- The featured movie will be E.T.
- Playground
- The playground fence will be replaced with a 4-ft aluminum fence to match the pool fencing.
- Proposed question: Is a fence needed?
- Answer: Yes. The lack of fencing poses a liability due to the pond’s proximity.
- New playground rules were reviewed, approved by board vote, and will go into effect immediately. Rules will be posted on the new playground fence.
- Little Library
- Discussion about whether the little library in the gazebo by the lake should be moved or permanently removed.
- Gates – Key Inventory
- To identify who is vandalizing the ramp entry, JJ suggested using a trail cam and presented possible options.
- Efforts are underway to identify the person responsible in order to seek restitution and revoke amenity privileges if necessary.
- Volunteer Days
- J proposed hosting events for neighborhood revitalization and maintenance projects where residents can volunteer to help.
7. Resident Concerns
- Speeding – A resident witnessed two vehicles racing side-by-side on Lost Creek.
- A question was raised about whether the builder of 7 homes on Lost Creek would be held accountable for unkempt lawns.
- the builder is on their 4th violation. O’Neil will follow up with maintenance, and the builder will be billed. Sidewalk issues will also be addressed. If the developer does not pay, a lien will be placed on the homes.
- A resident asked for a summary of the board’s actions and legal options regarding rental caps.
- Note: The developer currently has veto power over by-law changes, which is a challenge. VRBO restrictions are already in place at The Point.
- A resident requested that Harbison Forest be contacted to remove dead, standing trees that pose a threat to power lines.
