CHP HOA Board Meeting Minutes
Monday, March 30, 2026
Board Members in attendance: David Wright, David Bergeron, Jan Rigley-Talkish, Karen Sipos, Toni Jumper, Sarah Lewis, and O’Neal
Residents in attendance: 17
- Captain Bell and the Safety Committee: Captain Bell with Columbia Police Department attended the meeting
- Police presence has increased in CHP. At this time there has not been a lot of crime.
- Certain areas of interest are being monitored.
- The Safety Committee has been formed due to the uptick of concerning incidents. Captain Bell has offered to attend meetings.
- The clubhouse entry and parking is private property, therefore anyone that does not have a placard, unless attending a residents’ event as a guest, will be treated as trespassers.
- How can residents help?
- If you see anything suspicious, call the Columbia Police Department. 24/7 Do not be concerned that you are “bothering them”
- Call Richland County Animal Control for animals loose.
- Street parking overnight is city safety ordinance and will be enforced.
- Police presence has increased in CHP. At this time there has not been a lot of crime.
- Signage Restoration:
- White Oak and Cedar Field signs are not repairable and are being replaced.
- Replacement cost is $7k.
- Irrigation should not have caused the damage, but sprinkler heads will be turned just in case.

- Pool and Playground Fence Project:
- The materials have been ordered and expected to be complete mid-April.
- The quote to refinish the iron on the current fencing is $6k. The Board motioned to have the work done, all were in favor.
- Pool: Opens on May 1st!
- 6 lounge chairs and 2 table chairs will be re-strapped prior to opening day.
- Pool fobs will be turned off. There will be a reactivation process. Communications with more details will be sent out soon. This is in order to audit the fobs and create a better monitoring system.
- One motor in the pump room will be replaced, and possibly the water fountain will need repaired.
- Thank you to the Pool Committee for all you do!
- Spring Market Update: May 3rd from 1:00 – 5:00
- Vendor Call was closed on April 4th, we have 32 confirmed vendors for the event!
- Currently $1315 has been raised, all vendor fees are put towards Clubhouse needs.
- The Market Committee is asking for volunteers to help direct vendor traffic between 11:00 -12:30 in order to keep parking open to attendees. Golf carts to transport vendors would be helpful.
- O’Neals Report:
- Corner of Lost Creek and Pond Oak – the city has been sent word about needed repairs.
- Anything that’s left on HOA property will be treated as trash and removed.
- Pond Management & Playground:
- Fertilization begins in April; fish feeder has been budgeted.
- Playground: Mulch will be added and equipment pressure washed. Looking into the cost of playground pads.
- Open Questions:
- Q: What is the “camera” on the tree on Lost Creek?
A: It’s a traffic study sensor. - Q: Can we put additional dog stations out?
A: Board is looking into it. - Q: Status of townhome rentals?
A: Still processing all information.
