CHP HOA Meeting

Board Members in Attendance: David Wright, David Bergeron, JJ Gentry, Jan Talkish-Rigney, Toni Jumper, Karen Sipos, Sarah Lewis
30 Residents in attendance

  1. Dominion Energy tree trimming: a public meeting was held on January 15 with representatives of Dominion and City of Columbia
    1. Dominion will be trimming trees around distribution lines will begin in 2026 (ANSI Staging)
    2. We are on a 5 year trimming cycle, with the last trim being done in 2020.
    3. Post cards will be sent out.
  2. Landscaping: We have renewed our contract with Urban Landscaping
    1. O’Neils report – finishing winter maintenance
    2. Will continue to discuss our expectations with the landscapers
  3. Budget Report:
    1. We ended 2025 with a small surplus
  4. Pool:
    1. Pool company has sent a list for DHEC preparation in advance of the pool season and pool opening.
    2. Floating lights have been fixed
    3. Many of the lounge chairs need rest rapping.
    4. Broken signs will be replaced with aluminum signage.
  5. Clubhouse:
    1. Roof and the leak in the men’s room have been repaired since last meeting.
    2. Board is discussing options for replacement couches for the clubhouse
  6. Safety Committee: Is not designed to “patrol” the neighborhood – they are to look at situations and report resolutions the board and establish a working relationship with the law enforcement.
  7. Open Questions:
    Will the safety committee also hold meetings open to residents?
    A. Unsure at this time. Maybe on an as-needed basis.

    Did we ever get the police report on the shooting in the parking lot?
    A. No, but an arrest was made and should be public record.

    The parking concerns on Gauley, are those within the scope of the safety committee?
    A. Yes. The board now has a contract with Schroaders Towing allowing us to have cars illegally parked on HOA grounds towed. Notify Columbia Police Dept. for those parked on the streets during posted “no street parking” hours.

    Complaints were made of a resident with a reputation of having an aggressive police presence, repetitive loose dog, recent Facebook video footage of trespassing, illegal activity along with other serious allegations. What can be done?
    A. The Board is able to send a letter reporting that they have been cited for offensive behavior, citations for reported incidents can be sent as well. The City of Columbia can be asked to declare their home a “Nuisance Property” and be foreclosed on.

    What can be done with the trash left in the retention pond on Hawks Nest left by the Point builders?
    A. The Board will look into it further

    The signs in the Point have been taken down!
    A. There were 2 violations on their behalf, both of which all residents are upheld to follow.
    We do not allow “for rent” signage in CHP
    Signage is required to be submitted to the architectural review board. The developers have been fined per townhome in violation accordingly.
    Per JJ – T&C Does monthly inspections, but they do not see every violation. If you see something, please say something.

    Will we be getting a 4 way stop sign for the intersection at the Point?
    A. The Board will discuss. Resident noted that it will be beneficial not only because of the amount of traffic the townhomes will create, but CHP is commonly used as a cut through, that may decrease some of that activity.

    Who will replace the sidewalks that were removed due to the constructions?
    A. Supposedly Executive Homes will once construction is complete, along with a gate for the emergency road.

    The Point – The poles at the emergency road, are they a safety concern?
    A. Yes

    Are the fences on the townhomes in compliance?
    A. They are technically a “partition” and an extension of the townhome

    Rentals – Are they being filed with T&C and also asked to file for the lease permits with the City of Columbia as the by-law states? Are all residents renting their homes upholding this? How is the board keeping track?

    Many LLC’s that have held rentals in CHP have sold since the by-law amendment, has anyone addressed why?

    If the Board is made aware of non-compliant rentals, what repercussions do they have?
    A. If there are no permits filed with the City of Columbia an injunctive relief can be filed.

    What is the purpose of the lawsuit? Will they ever retract it?
    A. TCPAC and Executive Homes had planned to sell the townhomes in bulk, they did not care to retain them as their business model is not in property management. Their hope is that the amendment will be overturned. They will not retract their lawsuit.

    What are the next steps in the lawsuit?
    A. We are still in the early stages, no court dates have been set.

    Is Executive giving the renters amenity privileges?
    A. We can assume so, they have them listed on their website
