1. Old Business
- Sign Restoration: Restoration will begin with the Chestnut Hill Plantation sign on Lost Creek, followed by the Cedar Ridge sign. The goal is to restore two signs each year.
- Update on The Point:
- Three townhomes have been sold.
- Currently, there is no gas, electricity, or cable. Electricity may be tapped from the nearest main pole, and conduits for cable are being placed.
- Builders have verbally committed to repairing damages caused during construction.
- Resident Question: Will townhome owners have separate amenities, or will they share the existing ones?
- Answer: They will share current HOA amenities and pay the same HOA dues, plus an additional HOA fee (estimated at $150) to cover lawn maintenance, pressure washing, extermination, and roof upkeep.
2. Landscaping
- All streetlights have been repaired.
- Point Repairs: A meeting with David Bergeron and Executive Homes will determine when the bulk of the work can be completed.
- Standard lawn care and maintenance will continue as usual.
3. Pool
- Scheduled to open on May 10th.
- Pool Fob Testing: Date TBD, typically a day or two before opening.
- Security and Access:
- No pool attendants this year; increased camera surveillance will be in place.
- Residents should call the police if they witness concerning behavior.
- Residents with violations or outstanding balances will not have pool access.
- Maintenance:
- The pool will be serviced daily, and bathrooms will be cleaned weekly.
- Upcoming Pool Projects:
- Baby pool resurfacing is scheduled to begin after a leak detection test on April 8th, with a targeted completion two weeks before opening (weather permitting).
- Additional repairs include underwater lights, sand replacement, and pool filter maintenance.
The Pool Committee will meet before opening to discuss any potential rule changes.
4. Clubhouse
- Staining and minor repairs are expected to be completed mid-week.
- The tennis court light cover will be repaired by the same contractor.
5. Other Business
- DNR Presence: DNR is patrolling. Residents must display placards in their vehicles when parked in the clubhouse lot.
- Fines: $1,000 and loss of fishing license for unauthorized fishing.
- An email will be sent to residents with further details.
- Parking Placards:
- First Offense: Warning issued.
- Second & Subsequent Offenses: Vehicle will be towed at the owner’s expense.
- Contact Lisa at Town and Country for replacement placards.
- Resident Question: Can stickers replace placards?
- Answer: Stickers were previously used, but the majority preferred placards, leading to the current system.
- Playground & Tennis Court Rules: The Rules Committee is reviewing policies; updates will follow.
6. Rental Cap Discussion
- Review of Rental Bylaws:
- Article 2, Section 3: Rental agreements must include the CCRs.
- Article 2, Section 2: Homeowners can transfer amenity rights to renters but must submit written permission to Town and Country. Homeowners remain responsible for their tenants.
- Rental agreements must be submitted and kept on file with Town and Country.
- No current HOA restrictions on short-term rentals.
- The City of Columbia requires homeowners to register and obtain approval for rental use.
- Short-term rentals (under 180 days) can be restricted by city guidelines.
- Open Discussion:
- Resident Question: Are there restrictions on entities buying homes for rental purposes? Can proactive measures be taken?
- Answer: Legal counsel must be consulted to establish restrictions. A 60% homeowner vote may be required. The board is researching mail-in and portal voting options.
- Bylaw Amendments:
- Can be changed by 60% homeowner approval or unilaterally by the developer.
- Changes cannot degrade the community’s quality.
- Estimated current rental rate: 10-12%.
- Resident Question: Are there restrictions on entities buying homes for rental purposes? Can proactive measures be taken?
- Resident Question: How many lots remain available for a major developer?
- Answer: 14 acres.
- Resident Concerns:
- Seaboard retains Class B membership as long as they own the 14-acre parcel.
- Large investor purchases for rentals often involve equity groups and lead to mismanaged properties.
7. Additional Business
- Boy Scout Troop 312 has been granted permission to camp on HOA land in exchange for a service project.
- Burn Ban Enforcement: Residents burning during the ban should be reported to the police.
- Speeding Enforcement: Increased police presence has been requested.
- Parking Concerns: Discussion on overnight street parking may be needed, as it is not permitted per Columbia Police Department regulations.
